The high seas that roll beyond national coastal economic zones represent more than half of the world’s oceans. After a decade of discussions, the UN has finally agreed to protections to try to preserve the biodiversity of the oceans. A recent report by the Global Ocean Commission points to lack of governance as the primary issue contributing to the devastation being wrought in the world’s oceans, while many are suggesting that closing the high seas to fishing may be the only way to preserve the precious ecosystem.
